Frequently asked questions

Paraguay Investor Pass, in plain language.

How much do I need to invest for the Paraguay Investor Pass?
From US$150,000 under the Tourism route, or US$200,000 in the qualifying Real Estate or Securities route. The Investor Pass is a residency programme created by Paraguay under Resolución MIC N.º 1052/2025 specifically to attract investors and entrepreneurs.
How fast is the residency decision?
The legal target is 90 days from a complete file submission to Migraciones, which is one of the fastest residency programmes in South America. The guide walks through how to assemble a file that does not get bounced back.
How long is the residency card valid?
Ten years, which is unusually long for a residency by investment programme. You do not need to renew yearly. You must enter Paraguay at least once every three years to keep the card active.
How does Paraguayan tax work for new residents?
Paraguay operates a strictly territorial tax system. Income earned abroad is not taxed in Paraguay. Local income is taxed at a flat 10% corporate (IRE) and 8% dividend (IDU). The guide covers what triggers Paraguayan tax residency and how to structure around it.
When can I apply for Paraguayan citizenship?
Three years of residency under Article 148, with Spanish language proficiency, integration evidence, and a clean record. Paraguay’s three year path is one of the fastest naturalisation timelines in the region, though the language and integration bar is real.
