The minimum donation amount is €250,000. For projects located in designated low density areas of Portugal, that threshold drops to €200,000.
I want to be completely transparent about one essential point. This is a donation. The capital is non refundable and there is no financial return attached to it. What you receive in exchange is not monetary. It is the residency itself, the ability to include your family, visa free travel across the Schengen zone, and a clear pathway to Portuguese citizenship with minimal stay requirements.
For many of the clients I work with, that outcome carries a value far exceeding the donation amount. But I always make sure people understand this distinction before they commit.

Who Is the Portugal Golden Visa Donation Route Best Suited For?
The donation route tends to attract a very specific profile of investor. Understanding whether you fit that profile will save you time and help you make a better decision.
Those who want the lowest possible entry point. At €200,000 to €250,000, this is the most affordable path to the Golden Visa. If minimising upfront capital commitment is a priority for you, the donation route delivers exactly that.
Those who value simplicity over financial return. Unlike fund investments, which involve evaluating managers, reviewing prospectuses, and tracking performance over five years, the donation route is clean. You contribute, you qualify, you apply. There is no portfolio to monitor, no exit strategy to plan, and no fund performance to worry about.
Clients facing capital transfer restrictions. This is something I rarely see discussed elsewhere, but it matters. I have worked with clients whose home countries impose strict annual capital transfer limits on international transactions. In those situations, moving €500,000 abroad for a fund investment simply is not feasible in a single transfer window. The donation route, at less than half the cost, can become the only realistic path to the Golden Visa for people in that position.
Those who care about where their money goes. The approved institutions are legitimate cultural and heritage organisations doing meaningful work across Portugal. Many of my clients find genuine personal value in knowing their contribution supports the preservation of national heritage, world class art institutions, or historically significant projects. It adds a layer of purpose to the decision that goes beyond residency alone.

What Projects Are Eligible for the Donation Route?
The approved institutions and projects are published and periodically updated by GEPAC, the Portuguese government body responsible for cultural planning and oversight. Each institution submits specific projects for approval, and those projects are reviewed individually before being added to the eligible list.
I will describe a selection of the types of projects currently available to give you a sense of what is out there. I will not go through the complete list here because it is extensive and changes periodically. Here are some examples of what is currently on the approved list:
A world class contemporary art foundation in Porto. This institution is internationally recognised, holds a celebrated permanent collection, and runs a major programme of exhibitions and cultural events. Entry at €250,000.
A medieval battlefield heritage project. This one focuses on archaeological research and the restoration of a historically significant landscape tied to one of Portugal’s most important medieval battles. Also €250,000.
A heritage restoration project in the Alentejo region. This involves the conservation of a 16th century palace in the historic centre of a UNESCO listed city. Because it is located in a low density area, it qualifies at the reduced threshold of €200,000.
A programme linked to one of Europe’s most distinguished concert halls, in Porto. The donation supports a programme dedicated to the preservation and promotion of Portuguese musical heritage. Entry at €250,000.
A national museums and monuments network. This one includes multiple approved sub projects spanning Roman archaeological sites, royal heritage programmes, and the preservation of traditional Portuguese azulejo tile art. Entry at €250,000 across the sub projects.
A natural heritage project set within one of Portugal’s most celebrated historic forests. A genuinely beautiful site with real cultural significance. Also €250,000.
These represent a handful of the available options. Each comes with a different institutional profile and different documentation requirements. The right recommendation depends entirely on your specific situation, which is exactly why I prefer to discuss this in a direct conversation.

How the Donation Route Compares to the Fund Investment Route
This is a question I get asked constantly, and it deserves a straight answer.
The donation route costs €250,000 (or €200,000 in a low density area). The capital is gone. You receive residency and the pathway to citizenship, but no financial return.
The fund investment route requires a minimum commitment of €500,000 into a government regulated investment fund. Your capital is held for the duration of the Golden Visa period, and depending on the fund, you may receive a return when it matures.
So the core trade off is clear. The donation route is cheaper and simpler, but the money does not come back. The fund route is more expensive, but your capital is preserved (and will most likely grow as years pass).
For clients with the budget for it, I often recommend exploring structured investment options that can dramatically reduce the effective out of pocket cost while still qualifying through the investment route. Some of the structured projects available through our firm, for instance, bring the net capital requirement much closer to the donation threshold (as low as €325,000 EUR) while still preserving the underlying asset and generating a return.

The bottom line: if your budget is firmly in the €200,000 to €250,000 range, the donation route is clearly the only option. If you can stretch to €325,000 in effective capital, the investment route may offer significantly better long term value.
The Application Process: What to Expect
Once you have selected a qualifying project and confirmed the donation, the application process follows the standard Golden Visa framework. Here is what the journey looks like in practice.
Step 1: Obtain a Portuguese NIF and open a bank account. We can handle this remotely.
Step 2: Document collection. You gather all required personal documentation, including proof of clean criminal record, proof of funds, valid identification, and the donation confirmation itself. Documents issued outside Portugal must be apostilled and, in many cases, translated into Portuguese.
Step 3: Project selection and donation. You choose an eligible GEPAC approved institution and complete the financial contribution. The full amount must be allocated to the project.
Step 4: Submit your application to AIMA. AIMA (formerly SEF) is the Portuguese immigration authority. Your application and supporting documents are submitted through their online portal.
Step 5: Biometric appointment in Portugal. Once your application is accepted, you will be notified to travel to Portugal to provide biometric data and original documents in person.
Step 6: Receive your residence permit. If approved, your residence card is issued for an initial period of two years. After that, it is renewed every 2 years.
Step 7: Maintain and renew. You must spend an average of seven days per year in Portugal (or 14 days per two year renewal period) and maintain your qualifying donation. After five years, you become eligible to apply for permanent residency and Portuguese citizenship (citizenship timeline could increase)

Whether you choose the donation route or the investment route, every Golden Visa holder enjoys the same core benefits.
Residency in Portugal for you, your spouse, dependent children (including adult children in full time education), and parents over 65.
Visa free travel across all 29 Schengen Area countries.
Minimal stay requirements. Portugal requires just seven days per year on average, which means you do not need to relocate or change your tax residency.
Pathway to citizenship. After five years (Could increase) of maintained residency, you become eligible to apply for Portuguese citizenship and one of the world’s strongest passports, with visa free access to over 173 countries.
No tax obligation on foreign income, provided you do not become a tax resident (which requires spending more than 183 days per year in Portugal).
